[Playground][Tutorials] New navigation

Reason
Enhance navigation (add links to tutorials, add more space, improve tabs components and UX).

Updates:

• Update the tab components to these (link to the screen in Figma)
• Change button "compile" to "run scripts" when clicked on js/ts scripts tab (link to Figma screen)
• Combine compiler version button with compile button – link (attached example of this UI of the button in Google Docs)

• Remove search
• Add a new icon button "services" with links to playground, tutorials, feedback and etc. – link

• Update mobile version of playground with new navigation
• Update navigation in the tutorials
• Update mobile version in the tutorials
