resman does not manage org policies, why would you want to add a factory there?

This folder gets referred from the sandbox top level folder - if it's a relic we should remove it

Ach, you're saying the variable type for top level folders should also support what the yaml supports?

Hah! Good point - probably not.

Or maybe yes. :) But that is the only thing left to do, the folder is not a relic it's actually used to drive policies referred to by the stage yaml file.
