Describe the bug

Template variables https://github.com/wolfcoded-engineering/cloud-foundation-fabric/blob/da68d3cfc4a0a90ea7d3358bc32f7d3bad27e98e/fast/stages-multitenant/0-bootstrap-tenant/outputs.tf#L28C11-L28C26 are not being passed from the output.tf https://github.com/wolfcoded-engineering/cloud-foundation-fabric/blob/da68d3cfc4a0a90ea7d3358bc32f7d3bad27e98e/fast/stages-multitenant/0-bootstrap-tenant/templates/workflow-github.yaml#L27

To Reproduce

Expected behavior

Appropriate and necessary variables are available for interpolation by the template
