Add support for KMS key to node config block in GKE cluster modules

The approach defined with @wiktorn is to add a top-level variable for all the current node_config attributes (service account, tags, etc.) and add the KMS key there. Then using that in autoscale config, probably with a condition that uses it or the autoscale one if defined.
