Summary
I work a lot with APIs. Naturally, it's hard or impossible to fix failing rules in third-party code.
It would be great if API developers would communicate with the Lighthouse team, especially if the APIs are coming from Google or YouTube.

We would love for more API teams to coordinate with us! :):)

Short of that, agreed that #4516 could be a good way to highlight the issues with specific APIs/resources and could serve as an opening point for discussions with what comes up.
