Use the chat finder page to search for an existing policy room or default room.

Expected Result:

The room should only ever appear once

Actual Result:

Some rooms will appear twice briefly before disappearing. Sometimes they remain.

Workaround:

yes, just bad UX

@stephanieelliott I'm already handling this one since I was able to reliably reproduce it while working on a separate #newdot-quality issue
