Pullout Features from Eddiebot

There was the idea to pull out some feature from Eddiebot and create a new one.
By doing this we could seperate some universal features and the eddiehub-related features

• Alexjs => The config from alexjs should be dynamically and not hard-coded. We need to find a way to store it in a Database
• use API for Config => When storing the config from alex.js in a DB we should discuss if we want to do this via the API and if yes how we do it.
