It should not be possible to upload a submission template with a study tag in the study sheet of the submission template and no corresponding row in the Sample tab.

For example a submission which was made without sample info for one of the studies, in dev environment: submission id 63c68ae8d3c06e0001b26b85 , GCST90262910
