To help drive narrative there should be consequences for ignoring the NPCs bounties ideas

Loss of access to Loan Shark
Stolen Cards
Shit Cards (Like a rock that does nothing but takes up space in hand)
Stolen Money
Telling other players what cards you have in your hand
Killing or messing with creatures you bet on
Messaging other players pretending to be you
