Some calls are not working, but if I retry they work

Called a few number that I know always reply (automated mesage). The pattern there is that the first call from one number fail, and the nexts work. Then I try another number, it fail at first and the other few calls work. Not sure it's a perfect pattern. Here's the log for the test I described.
