Why I did it

Fix issue #18489 , no QoS buffer configuration for Seastone default SKU Seastone-DX010.

How I did it

Port and add the QoS buffer common config files and link into Seastone-DX010 sku.

How to verify it

sudo config qos reload

Which release branch to backport (provide reason below if selected)

Looked like testbed running timeout, let me rebase to the latest and retry it.
