"Must be whole number!" for fluids that can be in increments of 0.001 for a mB

Describe the bug!

When placing a fluid in the ME requester, the "Amount to Stock" and "Batch Size" are in buckets, but can be crafted in millibuckets. This causes it to complain with the number in red:

But it still appears to work so this seems to be a gui issue:

I assume the same thing happens for addons with addon content that allows decimals too, like applied mekanistics gas.
