Some helpful Dhall actions #1

Hey @vmchale ! Thanks for this awesome stuff. The examples helped me get some projects bootstrapped, so now I'm coming back in the hopes to help you out.
You're workflow is using setup-haskell and cabal commands to install dhall. I'm sure you've no-doubt noticed that cabal update is slow. I just wanted to point out that there is now a setup-dhall action! Check out https://github.com/dhall-lang/setup-dhall
