Windows 2025 DPC_WATCHDOG_VIOLATION due to NetKVM drivers

Describe the bug
Windows 2025 server is panicing with DPC_WATCHDOG_VIOLATION error. Trying to run Windows 2025 with virtio drivers on KVM Qemu with 8 VPCPUs and virtio-win-1.9.46.iso version results in BSOD.

• libvirt version

VM:

• Windows 2025
• virtio-win-1.9.46.iso
• Driver version or commit hash that was used to build the driver

Known problem with build 266. Use win10 driver for netkvm on 2025 and win11.
