discussion: Support a huff_version declaration at the start of files, similar to solidity's pragma

# Rational

After the release of 0.3.2 a number of tools were "broken" by the lack of strict versioning. 
This proposes and asks for suggestions around versioning syntax. The "easy" solution to this is to copy the syntax seen in solidity.
