[Tracking] Create TAG ENV roadmap document

Description

According to the TOC TAG documentation changes every TAG should have a roadmap document - ref. https://github.com/cncf/toc/blob/main/tags/resources/tag-formation-templates/template-tag-readme.md

The template isn't yet developed by the TOC, but we may want to track this action already now and maybe even create a draft version of the document that can be shared with TOC to help with creation of the common TAG roadmap template.

Also linking earlier GitHub issue that we used to track ideas and suggestions for the 2024 TAG ENV roadmap: #321
