Flow item scrollContentTo does not work #5414

Actual Behavior
It doesn't look like calling scrollContentTo on calcite-flow-item is working. It does still work on calcite-panel
Expected Behavior
scrollContentTo scrolls the panel to the specified position

- Open the codepen
- Scroll panel to the bottom
- Click button to scroll to top
- See panel is not scrolled
