(Linux) Window.Activate does not focus and bring Window to front

Describe the bug
On Linux X11, Window.Activate does not focus and bring the window to front. It works as expected on Windows.

This same problem was solved on MacOS, but remains on Linux.

We send _NET_ACTIVE_WINDOW as required by WMSpec. Your window manager is allowed to refuse such request and most window managers do that to prevent apps from raising their windows while user is interacting with another app.
